Zubiri also said that the oversight committee will ask Finance Secretary Margarito Teves to issue an order to the Bureau of Internal Revenue (BIR) not to collect taxes from the cooperatives until after the Joint Implementing Guidelines between the Cooperative Development Authority (CDA) and BIR have been approved.
